Former residents will each, individually, receive 0.0001% of the profits -- profits of the first profitable year (first "black" year, a year entirely out of the "red") -- from these factories, as a payment for initially "selling" their land; and then business -- and human prosperity -- will boom (and there will be rivers flowing with money, and children singing).

p.s. This is not necessarily a pulling of a "Kelo." Former residents will likely relocate from a dangerous area, if it is profitable for them to do so. Capitalism can make this human good possible.
