| | I think this is the capital difference between the Hurricane in New Orleans and the Taifun in China or the Hurricane in Cuba. In both socialist countries, the catastrophes destroyed many buildings and such stuff, but no casualties. In NO, there were many human casualties and lot of destroyed buildings (although not as many as in those socialist countries).
The difference is that in the US you have the freedom not to evacuate from the danger zone. In Cuba and China, there is no option to stay, they are pushed around by the military and thus are all safely evacuated (not to talk about the miserable circumstances they have to live in afterwards).
also, the infrastructure of both socialist countries is open to easy military intervention, while NO(as a modern capital) is difficult to evacuate. In the end, it wasn't the failure of the government that made the distinction between Cuba and the US, but rather the circumstances, politically and economically.
