This is the only obvious conclusion.

We've tried requiring rigorous training and testing. We've tried mandatory licensing. At this point, there really are no other options.

(Huh? Oh, sorry. Just a quick fit of modern political philosophy. Don't worry, I'm back to Objectivist standards now.)
